Open Letter to Duncan Beach As the New Head of the Insolvency Service About the Reality of the Task at Hand

At the start of 2026, Duncan Beach has started his role as the new Insolvency Service CEO. Someone starting a new senior leadership role will often state that the first 100 days will define the success of their tenure. When coming into a new organisation, this challenge is significantly greater. An externally appointed leader needs to both understand and also lead an established culture. True success will be determined by their ability to seek out the biggest problems with the people and the organisation as a whole. Not only will it require finding them, but also developing solutions, creating opportunities and building value for the benefit of all stakeholders.
This is the immense challenge facing incoming Insolvency Service CEO, Duncan Beach. He replaces former CEO Dean Beale and interim CEO Alec Pybus. Through our experience of shining light on and exposing the institutional incompetence and corruption at the Insolvency Service, we at Lighthouse Global are extremely well qualified to present the darker parts of the Insolvency Service that no member of staff will want to tell Duncan Beach as the new Insolvency Service CEO.
This open letter from Paul S Waugh will fast-track Duncan Beach’s understanding of the organisation he is inheriting and now responsible for as Insolvency Service CEO. What he chooses to do with its contents will play a significant role in his potential success in the position.
NB Because of the devastating impacts the weaponisation of the Insolvency Service has made on Paul S Waugh’s health and wellbeing, this open letter to Insolvency Service CEO Duncan Beach has been prepared and sent on his behalf by team members at Lighthouse Global and Citizen Intervention Global.
RE: The Truth You Need To Know As The Incoming Insolvency Service CEO

Duncan,
I write to you as a human being, a father and a finance professional now stepping into a leadership role as the new Insolvency Service CEO responsible for around 1,800 staff across the UK.
1. The task ahead of you as the latest Insolvency Service CEO
I find it curious that after all the years of people working at the Insolvency Service, not one could be appointed from within.
You’ve shared publicly that, following reflections on your time at Credit Suisse, it would likely take you at least a year to learn about the organisation you’re now inheriting as the new Insolvency Service CEO and for them to learn about you. With all the politicking, lying and cheating I’ve personally experienced from Insolvency Service staff, it’s extremely telling that there’s no one at the organisation with the character and competence to take on the role of Insolvency Service CEO. Now this means they appoint someone who needs at least a year to learn what’s required of the role.
I am writing to you in your first week in post to give you a headstart in learning about the UK Insolvency Service; making it clear why I’ve needed to write to President Donald J Trump (copying in Keir Starmer), the former UK Secretary of State (Kemi Badenoch) as well as all Insolvency Service staff and Insolvency Practitioners about the corrupt and grossly incompetent condition of the UK Insolvency Service exemplified through Insolvency Service staff like Deputy Official Receiver Michael Bint.
Apparently you are an advocate for lifelong learning and believe that “Every day is a school day…” On this basis, I pray you are genuinely willing to open your eyes to the size of the task you have ahead of you. Equally I hope that you, as a leader, actually have the stomach for this in order to actually do something about the challenge in front of you.
2. My credentials for offering you an unfiltered picture of the Insolvency Service
What is my credibility in being able to offer you insights into the true charter and culture at the Insolvency Service?
Quite simply, it’s my experience of having Insolvency Service staff, such as Michael Bint, spending the last 3+ years trying to absolutely destroy my life, my family and my life’s work of crucial research into human potential that has spanned over 40 years.
Currently, as your colleagues dealing with the case of Lighthouse International Group (now Lighthouse Global) have been made aware, I am battling with my health due to the impact that the weaponisation of the Insolvency Service has had on me. For the sake of my health and the safety of my family, I have needed to leave the UK and distance myself from those I love most dearly. So this letter has been brought together with the support of my remaining team, who have weathered public attacks with me over the course of the last 5 years.
I will add that two members of my team attempted to take their lives because of the way that the Insolvency Service has treated us at Lighthouse. This was psychopathically dismissed by Michael Bint in reply to our official complaint, where a multitude of pertinent questions remain unanswered to this day.

So with the spirit of optimism that a change in leadership may bring, and from a place of ill-health, I write to you through my team. I’m reaching out as a fellow human being, dad, entrepreneur and leader who is primarily a follower of Christ committed to ensuring that we never have to say ‘no’ where we ought to say ‘yes’ when it comes to helping the vulnerable inside and outside our own front doors.
3. Introducing the Insolvency Service’s incompetence & corruption through the case of Lighthouse International Group
Below is just a small sample of the extensive list of the Insolvency Service’s tyrannical actions and gross violations towards myself and my team at Lighthouse. The provable and evidential failures and misdemeanours of the Insolvency Service include:
- Provably lying to, and subsequently misleading, the High Court in order to issue and maintain an arrest warrant.
- Ignoring medical incapacity and safeguarding concerns whilst engaging in institutional obstruction and cover-ups when challenged.
- Colluding with the BBC to maximise reputational damage and decimation of future prospects.
- Initiating the forcible removal of a female family member from a boarded plane, deploying more than ten officers.
- Refusing to acknowledge it can be weaponised by anonymous predatory trolls to attack any business in the UK.
- Using the term “Public Interest” as an excuse to force businesses to comply with any investigation regardless of whether it can be proven to be falsely triggered.
- Colluding with and protecting predatory trolls that include convicted stalkers and child abusers.
- Doing whatever it takes to avoid investigating the veracity of its sources and their motives.
- Trying to liquidate a pre-startup research organisation with no assets to liquidate for non-existent creditors and shareholders.

This letter and this list is just an introduction and so we will be sending further communications about the Insolvency Service’s incompetence and corruption that will simultaneously serve to educate the public. More examples can be found here.
It was because of the heinous and inhumane way that we have been and are being treated by the Insolvency Service that we sent a series of 61 legitimate questions to former Official Receiver Michael Bint (then Official Receiver). In his response, Mr Bint only addressed five questions and offered any form of adequate reply to two questions. He knew he couldn’t answer the questions because he would incriminate himself and the Insolvency Service with the honest answers that would reveal the sheer incompetence and corruption within the organisation.
We were asking these questions because we couldn’t genuinely comply with the Insolvency Service without the answers. Similarly Michael Bint and his team couldn’t genuinely progress with our case to achieve a fair and just outcome for all involved without having answered these questions either.
We have hundreds more questions in the wings, but it’s no use asking more when Michael Bint or anyone at the Insolvency Service wouldn’t answer the first 61. I reiterate that this is in relation to the Insolvency Service’s efforts to destroy my life’s work to the extent that two people tried to take their own lives.
It’s very easy to see firsthand what Kids Company went through where the Insolvency Service was severely rebuked for its corrupt conduct which involved efforts to deliberately deceive the judge in court. The Insolvency Service has evidently not sought to reform in this regard as we’ve experienced at great cost.
The Insolvency Service lawyers (funded by the taxpayer at an undisclosed cost) based their whole case on non-compliance and yet the entire Insolvency Service cannot offer any legitimate explanation as to why they continue to try to destroy the lives and livelihoods of us at Lighthouse at the public’s expense.

The Insolvency Service will seek to bully and intimidate UK citizens in the name of the public interest, but actually at the cost and freedom of the British public.
Tragically our experience at Lighthouse is not unique and the more we reveal the reality of our case, the more fellow citizens will feel brave enough to step out of the shadows because as it stands there’s no accountability for the Insolvency Service and its staff.
4. President Donald J Trump is being made aware of the corrupt conduct by Deputy Official Receiver Michael Bint
In response to the corrupt, incompetent and/or inhumane conduct of ex-Official Receiver (now Deputy Official Receiver) Michael Bint I have needed to escalate the process of holding the Insolvency Service accountable to the highest level of secular authority by highlighting it in my open letter to President Donald J. Trump.

5. Every Insolvency Practitioner is being made aware of the Insolvency Service’s culture of corruption, incompetence & coverup
Additionally, as you read this letter, an open letter is being sent to every single Insolvency Practitioner in the country that is revealing the reality of the Insolvency Service’s culture and the desperate need to reform. The more questions are asked of the Insolvency Service, the more of its institutional evil is revealed.
To make it clear, I am not anti-establishment, nor even anti-Insolvency Service. As a follower of Christ, I stand for truth and for justice, which means having an Insolvency Service that genuinely protects British citizens, rather than being used as a weapon for the establishment to control and subjugate the everyday man, woman and child.

6. My appeal to you and your conscience as a leader & incoming Insolvency Service CEO
I am writing to you as an incoming CEO from a corporate background with the hope that you will see the need for the Insolvency Service and its people to change their ways. The fish rots from the head down and I realise you are inheriting an institution that is provably and evidentially incompetent and corrupt.
I will end by saying you are not responsible for the Insolvency Service’s past wrongs, but as its leader you are now responsible for making its wrongs right in order to truly transform the Insolvency Service into the institution it ought to be.
As the new Insolvency Service CEO and its leader, you now have a choice of the path to go down. This email means you cannot plead ignorance. Below is a substantive body of case studies and evidence that is publicly available for all to see. Will you seek to reform a rotten institution, or will you be an establishment puppet betraying the British public?
Yours resolutely,
Paul S Waugh

What stands out most is the courage to speak plainly about harm, health, and family, rather than hiding behind process or technical language. It is deeply confronting, but also authentic and human. It stirs the conscience and is ultimately a godly appeal for leadership, responsibility, and the moral choice to do what is right.
I saw the criticism, and I felt it challenge me to decide what kind of leader I want to be when faced with uncomfortable truths. It feels less like an attack and more like a final, human attempt to be heard. We need more and more of this.
This is such a needed letter and I appreciate where Paul is coming from in relation to Mr Beach. This is an opportunity for a new start for the Insolvency Service under new leadership. What a point about the fact that no one has been promoted within. That is damning, the fact that they have to get a banker who has no experience of IS. This shows currently there is no leadership within the Insolvency Service in any capacity developing new leaders.
God help this man Mr Beach coming in and inheriting such a mess. It is an absolutely awful position to be in. But the call out is clear that he is not untouchable. The Insolvency Service is not untouchable, they are not invincible, none of these institutions are – but they have the aura and they create the perception that they are, that they are untouchable and unimpeachable to all the ordinary Joe and Jane public. That’s why this letter is needed to break that illusion.
We’ve seen even recently with where Elon Musk came into Twitter and then into DOGE how he was able to strip Twitter of completely inefficient and ineffective staff and keep a small minority of staff but make it more efficient, more effective, more impactful, more conducive to being a platform of free speech – now I know there’s still problems with X – but the point being is that someone can come in to a company like that a massive company. Twitter was a global company never mind the IS only being UK bound that it is possible to bring revolutionary institutional change to the organisation. I really hope and I pray that Mr Beach is able to bring some of his corporate experience, as well as his care for human beings into this organisation, if every day is indeed a school day for him, that he takes the message from Paul and he learns the lesson and steers the IS in the right direction.
This is a candid letter to the incoming Insolvency Service CEO, Duncan Beach. Whilst it is firm it is also an appeal to Mr Beach’s conscience and humanity. Paul respects the fact that he’s coming into a new leadership role and that Mr Beach has an incredible opportunity to address the corruption and incompetence at the Insolvency Service. If Duncan Beach is true to his words then ironically he is someone who would likely value and appreciate our work. He says he is dedicated to lifelong learning and becoming a more effective leader.
It would certainly be revealing for him to see the level of insights and wisdom that his organisation has tried to destroy. As a father, he may find this article an eye-opener: Why Didn’t We Learn This as Children? By Paul S. Waugh
Lastly it is revealing that the organisation needed to recruit someone external to take on the role of Insolvency Service CEO. In our very case they are trying to destroy the exact type of work that they need. It’s no wonder no one at the Insolvency Service and their legal team was unable to understand our research and work. The idea of helping everyday people to be empowered and transformed is completely foreign to them!
I pray for God to help Mr Beach, his family and the staff at the Insolvency Service. We need an Insolvency Service that serves the public, not one that tries to destroy those who ask difficult questions about the establishment and the weaponisation of government and media agencies.
Our appeal to staff is here: Every Insolvency Service Employee Called to End Institutional Immunity
This letter to Mr Beach reflects our lived experience at Lighthouse and raises serious concerns about the Insolvency Service, including failures of due process, lack of transparency, disregard for safeguarding and health impacts, and an apparent absence of accountability when grave errors are challenged. The suggestion that court processes may have been misled and that repeated warnings were ignored is especially alarming and points to systemic issues rather than isolated mistakes.
We will pray and act on this, particularly that Mr Beach may come to know Christ and be given discernment to see the truth clearly. I sincerely hope he takes heed of what is set out here and addresses the corruption and incompetence alleged within the Insolvency Service. My prayers are with Paul, his health, and all he has endured over the past three years, as well as everyone at Lighthouse. God bless you all. Thank you for bringing this letter together — may it not fall on deaf ears or blind eyes.
Reading the letter, what stands out is how loving, honest and measured it is. Thank you to Paul for challenging the wrongdoings of the Insolvency Service. Looking at some of their cases under previous leadership shows that they are not serving the public but instead cause deep harm to individuals and families.
The way Duncan Beach responds to this letter will say a great deal about his character and leadership. If he is willing to face the underlying issues with humility and integrity, he could create meaningful reform.
The human impact the Insolvency Service has goes far beyond bureaucracy, and I sincerely pray that this is taken seriously and that it leads to real change for the benefit of the public. So many individuals and organisations have suffered under the tyranny of the Insolvency Service and that’s why reform is so crucial! 🙏🏻
This is an excellent and power packed letter. I sincerely hope that Mr Beach heeds what is written here and takes action on it appropriately. Here is an opportunity to clear out the rotten apples and make a concerted change within this government agency for the good of the public and citizens of this country. This letter doesn’t beat around the bush, it goes straight in with the hard and profound truth that the Insolvency Service can’t even manage to recruit a CEO from within its own ranks! That’s a really damning indictment as to the calibre of people they have working within the agency that no suitable successor to Dean Beale was lined up or ready to take the reigns.
The fact that this not been lost on Lighthouse will show Mr Beach that his new organisation is being forensically scrutinised by people looking under every stone and in every crack of its dark halls. There is a commitment to truth and the facts here that only people with those things firmly on their side would be bringing to the fore as vehemently as Lighthouse are — much to the Insolvency Service’s previous incumbents’ consternation. The Christian motives and intent are clear here also, we want a healthy and righteous Insolvency Service. We want to see their repentance and redemption through good and righteous actions in line with truth and justice and for the IS to become what it OUGHT to be. That is a very powerful level of moral authority and accountability they are likely not used to.
It would be bad enough if Lighthouse were the only case for this, but the tragic thing, as the letter states, is we are far from a unique case and the more Lighthouse’s case becomes public, the more I expect us to see hundreds if not thousands more come to the surface from their experiences. The Insolvency Service’s history is one of gross human damage. Two suicide attempts at Lighthouse, various people falling ill, using ridiculous force to remove someone from a plane, plus the fact that the Kids Company CEO, Camilla Batmanghelidjh died shortly after her ordeal with the Insolvency Service, which I personally believe would have been very related. How many others have suffered, are suffering and have perhaps even died because of their treatment? It will come to light when God deems it time for that, so I pray for Mr Beach to read this carefully and treat it with the respect and seriousness it calls on him to.
Well put Kris. This is an opportunity for the Insolvency Service to take a close look at what has been going on within their organisation and for them to make necessary changes. I pray that Mr Beach takes this opportunity.
What I value about this open letter is that it’s reaching out to Mr Beach as a human being and father, because first and foremost, this is what he is. Second, is how Paul highlights what has been happening, but points out that Mr Beach is not responsible for past mistakes, only to make those mistakes right.
I value how he is sharing that which no one else in the IS will, or if they do, they will manipulate the truth to suit them.
Thank you for sharing this open letter with us. I pray that it is received as it has been sent and that Mr Beach will look into this and make things right.
We wrote this letter to Mr Beach 3 months ago and unsurprisingly, we have not received a response whilst we see reports online of how the Insolvency Service are “cracking down” on companies and directors. Well, where is Mr Beach’s integrity…where is he cracking down with the same energy and attention on his own unscrupulous organisation…typical tyrannical privilege and double standards!
